My understanding of the goal is:

"To help jakarta projects to share code and development of
commonly used components, leading to a high quality component repository"

It's probably the same thing - but from a different perspective. I think
essential to the repository success is getting the existing communities to
share and cooperate. From your form I get the message that creating the
components and the code is essential.
