I do not know if this is expected behavior, but I did not immediately see any
related options to twiddle:

After saving a file with broken cell formulas, the CSV file instead has the
(useless) error codes instead of the original formulas.  It seems to me that
even though the formulas are incorrect, they may yet hold meaning to a human,
who can later correct them.

Recreatable: 100%

Step 1: Open attached CSV file    (csv_data_to_lose.csv)
Step 2: Save As a different name  (csv_data_lost.csv)
Step 3: Compare file sizes

Note that 'csv_data_lost.csv' is smaller that 'csv_data_to_lose.csv', and on
inspection, note that the formulas in test.csv have been replaced with their
respective error codes in 'csv_data_lost.csv'.

Since at least OpenOffice 3.2.
