Yes, that would be a negative year. A year that is before the civil calendar's
epoch, or in traditional English a year "BC" as opposed to a year "AD".

The list of files for the Time control(s) is the initial description (comment
#0), just after the words "The implementation is in"; generally replace "Time"
by "Date" and you'll have the files and class names for the Date control(s).
vcl/source/control/field2.cxx is one of them and corresponds to one layer, but
there are several others. Just after the list of files (up to the words "gives
a good overview of the kind of things that need to change"), you have a commit
that I suggest to look at, which touches the Time controls and the Date
controls; it should be clear from the class/method names which is which.
