"1999" is just a number, not a date. When you format it as date, you tell Calc
that the number in the cell is number of dates since epoch (1899-12-30). Yes,
adding 1999 days to 1899-12-30 is adding ~5.5 years, which is 1905-06-21.

This is not a bug.
