You're right: View > Formatting marks (Ctrl-F10) does show NBSP with gray
rectangle and blue circle. And with
Options > Writer > Formatting Aids > Display Formatting > Paragraph breaks
unchecked it's not too distracting.

So feel free to mark this as Not a Bug.

I am still puzzled though that having View > Whitespace checked AND
Tools > Options > Writer > Formatting Aids > Display Formatting > Non-breaking
space and hyphen enabled, no longer shows NBSP characters: you have to also now
turn on the display of all formatting aids via Ctrl-F10 as well.

In earlier versions of Writer, NBSP was usually displayed (but not other
formatting marks, by default).
