I don't know. Skia will be enabled as default in newer LibreOffice versions.

The path shows, that LibreOffice was installed before you have got the computer
and that the computer was not fully cleaned up. You might want to install the
help, that fits to your version of LibreOffice.

That's fine and the cache folder is correct. The path shows, that you use a
screen scaling. Otherwise there would not be 150 in the path but 100. The
screen scaling of Windows can be seen and altered by a right-click on a free
place on the desktop, then item "Display settings" and then item "Scale". To
not change anything simply close those dialogs.

I would stay with a SVG variant of the icon-theme. The .svg file is transformed
to an .png file fitting to your screen scale, when the icon is first time used
in LibreOffice. And to have it after first use immediately available, it is
stored in the "cache" folder.

For searching it is better not to use https://git.libreoffice.org/core/ but
https://opengrok.libreoffice.org/. Before entering something in the fields
check "core" in the drop-down list "Projects" at the top.
