new option added into the user settings

Currently, "Windows Updates is committed to helping reduce carbon emissions".

I propose that the automatic update of LibreOffice provides such a feature by
focussing on renewable electricity. Basically, renewable electricity is more
consensual than low carbon electricity (the later adds a few additional primary
sources to the renewable primary sources).

Libreoffice could use a forecast service in order to choose the daily period
for the update tasks when there is more renewable electricity. If this forecast
service isn't available, then it could fallback to the solar zenith period by
using the local time zone.

Since the daily period wouldn't be the same in all regions of a continent, this
would help to distribute the charge to the download servers. Within the
selected period, the updater could still add an random delay.

I attached a proposition in order to see this choice into the user settings.
