Yes, we are both going in circles. I am trying to explain that this does not
work and that different locales use different decimal separators. You are
trying to convince me that it is OK because of CSV, etc., etc., etc.

Let’s go back to the beginning:

It does not work for everyone.

It cannot be switched off — apparently now it can.

It is a great feature if it works as intended.

I assume we agree on these three points. The remaining question is: what about
point 1?
