I could be wrong but that does not seem to be the setting for Text size, but rather for the screen resolution and for its scale. Most probably those settings affect the result too. FWIW, on Windows these are 2 different settings. In my case, I currently have: Text size: 128% Screen Resolution: 1920x1080 Screen scale: 125%. With those settings, LO's Welcome Screen (or View > User Interface...) does not need to show scrollbars.
