The LO source code calls this feature "square*d* page mode", apparently after the British name for graph paper. I'm not sure what process led to that becoming "square page mode" in the GUI, but it seems like a long-standing typo or mistranslation. Bit of trivia: the OOo 3.0 beta Japanese string was 「文字グリッド線に正方形ページモードを使用する」, which has the same ambiguity. That one was fixed for the 3.0 release, but the English string wasn't. It's also significant for other CJK languages: https://en.wikipedia.org/wiki/Ruled_paper#China Manuscript paper/draft paper is a literal translation of the Japanese and Taiwanese Mandarin terms, which doesn't seem unreasonable.
