I tested all the divers including the 2.0.101.7085 build and every time used the DDU utility first to clear windows and registry, with no luck. I installed and run the Gravitymark Vulkan benchmark and it run just fine. I also installed the Vulkan SDK and run the VKcube test app, which run fine (check the screenshots). Because other apps in the system seem to be able to use Vulkan, I'm starting to think this issue is more LO specific. Anyways, thanks Stuart for all the detailed and helpfull advice.
