I also use on Windows preview for PDF file, and I could turn that on or off from the Windows explorer, not from Adobe. So, if the problem is related to Start Center, could be a LibreOffice problem, but if the problem is Thunar preview that it is not. From what I remember, on linux, when generating preview, there are some settings to generate preview just for files on a certain size, because if this preview is activated for all files, no matter the size, the time for preview generation is longer. But I am not sure this setting is relevant today and if still exists. Also, I want to mentioned that 7.3 version had the end of life/suport on Nov 30, 2022, so you are using very old versions of LibreOffice.
