In this and related bugs, I have always been talking about a _substring_ of (what is in HTML called) a block, like a paragraph or a table cell. In my view, the error consists in the following: If only a _substring_ from out of a block (thus, _not_ the entire block!) is copied, it is a mistake (as LO has been doing for decades) to drag the style of the block along, so that upon pasting that substring, the style of its block is pasted, too, and so a conflict between the source style and the target style arises. Thus, to answer your question: No, I don't think the table style should overwrite the paragraph style.
