I use "Adwaita" in combination with "Moheli", since this combination always displays the title bar of the active window in blue rather than gray, which is used for inactive windows' title bars. I don't know, how a grayed out button looks in a dark theme. Do you see a difference? If dark themes can't distinguish between active and inactivated choices, then try again with another test environment. The dialog part "Target in Document" normally opens very large here such that it completely covers the previous dialog box. It has two buttons: Cancel and Apply. After I have clicked on Apply, I have logically done my choice and the previous box re-appears. But still with gray buttons (and the button Apply there is superfluous, since the choice has already been made in "Target in Document". Logically one might still decide between Cancel and OK. Apply is not necessary. But OK (as well as the other necessary buttons) should be indicated as usable. It looks like the buttons of the dialog box "Hyperlink" are grayed out, as soon as one clicks on the button "Target in Document" (as can be seen when I resize the dialog box "Target in Document". Of course, after returning from that, they have to be displayed with black typeface again).
