We just cleaned up the single page view movements for bug 171259 at 26.8.0, but
I can see some utility to adding new UNO to support book view page movements by
page pairs (or alteratively of modifying .uno:GoToStartOfNextPage /
.uno:GoToStartOfPrevPage to *also* be view aware and test for Book-view). 

A user choosing 2-up "Book-view" likely does not want to page in single page
increments.  While default single-page, or the multi-page (as-zoom'd) should
keep the single page movements.
