It becomes a per-user root where multiple directories as 'Categories' to user preference can be created. The File -> Templates -> Manage Templates (or <Ctr><Shift>+N) launch of the 'Templates' dialog is the broader tool to the File -> Templates -> 'Edit template...' dialog launch of the os/DE provided Open/Save dialogs. The 'Manage Templates' dialog is lacking some features, e.g. Drag-n-Drop copy/move actions. But it provides the full system path details needed to trace each template.
