Description:
LibreOffice 27.2 implements several new Calc functions (which already exist in
M$ Excel), among them ARRAYTOTEXT. This function takes as input an array / a
range from a spreadsheet, and converts it to a text string.
This is fine, except that ARRAYTOTEXT uses comma (,) to separate columns. In
languages like Danish and German, comma is the decimal point. For instance, the
number pi is written as 3,1415..., not as 3.1415... This makes the division
ambiguous. In fact, M$ Excel does not use comma, but semicolon as separator
(and \ as separator between rows when the strict format is used).

Steps to Reproduce:
1. Install the LibreOffice at least 27.2, at time of writing this is the Master
version. See https://www.libreoffice.org/download-other/ for download
possibilities.
2. Open file from the following comment in LO at least 27.2. The file contains
the example matrix from the help system and uses of ARRAYTOTEXT with both
possibilities for the format parameter.
3. Note use of comma to separate entries.
4. Close Calc
5. Change your system setup for number format to a location where comma (,) is
the decimal sign, e.g. German number format and Germany as location (or Danish
and Denmark).
6. Open the file again.
Actual Results:
With German or Danish (or similar) setup, comma in the result can be delimiter
or it can be decimal point, i.e., the meaning is ambiguous.
Expected Results:
The result should be unambiguous, especially in strict format. For example by
using semicolon (;) as delimiter, and \ as row delimiter (strict format).
