The problem is that Calc is implementing a function that was created by MS.
Using the same function and behaving differently would create problems, as
usually happens.

Fortunately, we might find that the real behavior in Excel is better than what
MS documentation claims.

Although this might need real confirmation by creating a sample spreadsheet on
Excel (with no intervention from a spreadsheet created with other tools, and no
tool other than Excel being involved), it would seem that:

 _ In Calc, Concise mode should rely on not using the same symbol as the
decimal delimiter; in Excel this depends on OS's regional settings.

 _ In Calc, Strict mode (i.e. 2nd argument equals to 1), the result should
match the settings for arrays (menu Tools > Options > Calc > Formula > "Array
Column" and "Array row") in order to obtain the expected behavior, which is
that the Strict mode should provide a text that should be parsed exactly as an
array in the input window formula bar.

That could still be a problem when opening the file with Excel (originally
created and saved with Calc), but that would be a follow up report.
