I am running Vista Home x64 and definitely do NOT find "Text CSV (.csv)" in the dropdown extension menu list of the open dialog. However, I discovered the reason why I was unable to open the .csv file sucessfully; when I installed LO 4.3.0.4 last week the default Character set changed to Unicode (UTF-16) from Unicode (UTF-8) in previous versions. Changing to the latter allowed me to open .csv files successfully. I do not have a clue as to what UTF-7,8 or 16 means.
