In a recent discussion with kendy, moggi and phillipe on IRC was regarding how
to incorporate extended tooltips into the default installation, so they can
appear without the need of the help package. moggi stated that discussions with
the translation teams resulted that this should be done as an additional
translation module on pootle rather than being merged into UI translation
project, so that translators dont necessarily have to translate it if they
choose not to.
I've created this bug report to state this discussed information and for it to
be used as a bases to implementing this feature.
