Not seeing this. The record button icon in the top toolbar gets highlighted.

Not seeing this either. The setting remains the same after saving and reloading
multiple times.

It might be you have to do this:
https://wiki.documentfoundation.org/UserProfile#Resolving_corruption_in_the_user_profile

Set to NEEDINFO.
Change back to UNCONFIRMED, if the problem persists after profile reset. Change
to RESOLVED WORKSFORME, if the problem went away.
