The current plan is to change the icon of that button, to indicate whether the
document is modified. Completely disabling the button as before is not planned
- so WONTFIX (for now).

Users that not happy with the new behavior, are free to change it via expert
config:

Type "SaveToolbarController" in the search field and hit Enter. To allow
disabling the button, but still have the dropdown there, change "Controller" to
"com.sun.star.comp.framework.GenericPopupToolbarController", and "Value" to
".uno:SaveAsMenu". Leaving "Value" empty will bring back the old simple button
(without the dropdown).

Note that the design team wants also to change the "allow always saving" thing
to true by default, so at some point there will be need to manually set it to
false (search expert config for "AlwaysAllowSave").
