So I upgraded from my mint 17.3 OS to mint 18 and presumably I got a new
version of libreoffice as well. 
Since I did not have this problem in my old install, I think this is a bug in
the new version of libreoffice which was shipped with mint 18.

Previously when I wanted to import external(http) CSV data into my spreadsheet
I went to 'insert sheet from file' and inserted the http link into the dialog
box.
Now when I try to do the same, I get an error, see attachment.

For this example I used csv data located at:
http://www.ibm.com/support/knowledgecenter/en/SVU13_7.2.1/com.ibm.ismsaas.doc/reference/CIsImportMinimumSample.csv?view=kc

I tried different sources for csv data, but they all behave the same.
