I submitted the fix as https://gerrit.libreoffice.org/c/core/+/103644. There is
still no UI for settings icons on, but this can be done by changing the
IsSystemIconsInMenus expert config to false, and restarting LO. (Or temporarily
starting a different vclplug, and setting it from there.)
