Problem description:
Steps to reproduce:
1. ....Creat spreadsheet and enter data in rows and columns;
2. ....highlight the row above which to insert the new row;
3. ....click INSERT
4. ....click ROW
Current behavior: returns message "Filled cells cannot be shifted
beyond the sheet."
Expected behavior: that it insert a new row
