Whether you wish to believe it or not is for you to chose, I reported a fact!
And other than communicating that I had just upgraded to version 4.0.0.3 and
that this HAD NOT OCCURRED WITH PRIOR VERSION 3.x.x.x and that the spreadsheet
is of 13 columns and 29 rows there is nothing that I can add. I HAVE DESCRIBED
A STEP-BY-STEP WHAT LED TO THE MESSAGE WHICH I ALSO QUOTED! AND WHETHER IT
INSERTS THE ROW IN THE LOCATION SELECTED, ABOVE OR BELOW IS OF LITTLE
CONSEQUENCE WHAT MATTERS IS THAT IT WOULD NOT INSERT A NEW ROW!

PLEASE ACT PROFESSIONALLY AND DON'T GET SNIPPY. I had been an Open Office user
until Libre Office came into being at which time I switched to Libre Office and
wish it to continue being a success. Giving attitude when a problem is reported
will not solve things or promote the product.

I really really doubt that such a bug exists, we would have heard about
that
the first day 4.0.0.3 exists.

@reporter:
Thank you for your report – unfortunately important information is missing.
May be hints on <http://wiki.documentfoundation.org/BugReport> will help you to
find out what information will be useful to reproduce your problem?
Please add all information requested in following:
- Write a meaningful Summary describing exactly what the problem is
- Attach a sample document (not only screenshot) or refer to an existing
sample document in an other Bug with a link; to attach a file to this
bug report, just click on "Add an attachment" right on this page.
- Contribute a document related step by step instruction containing every
key press and every mouse click how to reproduce your problem
(similar to example in Bug 43431)
- add information
-- to what cell the cell curso jumps in your document with <control+end>
-- how you launch LibO and how you opened the sample document
-- Whether that worked in former LibO Verions or AOOo / OOo

BTW, the new row will be inserted IN the selected row, not below ...
