"chapter numbering" renamed from "outline numbering", which made "chapter equal to outline"; while "chapter" means some more narrow thing in ToC dialog, where "Create Index or Table of Contents For" has a "Chapter" choice). So use of *Headings* as another wrong and confusing synonym here is no-go.
