Description:
Language, Region and Time Format are all set to English, United Kingdom.
Changing the 'Default Languages for Documents' - Western from English(USA) to
English (UK) is only temporary.
A new document language is always English (USA).
Steps to Reproduce:
1.Start LibreOffice Writer - new document
2.Create another new document
3.
Actual Results:
The document language is always English (USA).
Expected Results:
The document language should match the chosen language of English (UK).
