Probably because the HD hasn't been turned off through any APM functions.
W/O sending an APM (advanced power mgmnt.) signal to the computer (or any
PC with APM/ACPI), it will simply run continously w/o shutting down at all.

Now, in order to spin down the HD, you'll probably need to download the APM
function list from Microsoft/Intel, then write a short DOS program that'll send
a call to the BIOS APM to shut down the HD.
If that doesn't work, you'll probably need to lookup the direct commands to
send to the HD to put it into sleep mode. You can usually find this
information on the manufacturer's lists (see IBM, they usually have more
extensive documents).
