1) Use anything with the LAME MP3 encoder built-in.  LAME MP3 encoder is
currently the world's best higher-bitrate MP3 encoder (for MP3s at >128Kbps),
and is extremely competitive at 128Kbps with the F.IIS baseline encoder.

   Once you've turned on the ABR/VBR/--alt-preset settings in LAME, it'll blow
the other encoders out of the water.

2) http://www.mp3dev.org/mp3/ has a full list of software that uses LAME.

   My free favorites?

   a) CDEX - RIPs CDs to WAVE or MP3 files, CDDB support, and all that.  
      Pretty much all you'll need in a single download.

   b) If you've already got WAVE files on your HD, you can use RazorLAME to
convert them to MP3s.  Nice Windows-based configuration of LAME settings for
those that don't want to use the DOS verison of LAME.

   My Pay for favorites?
   
   a) Audiograbber.net

      Pretty much does everything the same as CDEX above, so only a few extras
outside of the basic Ripping & Encoding really are of note.  Eg. can capture
audio from tape or other linein sources, automatically breaking each track up
into seperate files based on the silence in between. 

      But for sure, you're not going to get any better quality from the
encoding vs. CDEX.   


2) In LAME or any other program, using '--alt-preset standard' will get you
pretty darn good VBR encodings right off the bat.  See documentation for more
presets.

3) A CD takes only 10-30 minutes to RIP, and encoding, even on a slower L50,
won't take more than a few hours.
