Has the joint state machine for getting an SL client and the SL server
mutually up and running been worked out?

Examining a number of boot sequence traces, one can discern some ping-pong
style regularities along with some speed control behavior but I can't make
out the states yet let alone the transitions.

For example, as a very basic question, how does the client know that the
server is done sending it cache information so that it can finish
digesting what it has and turn control over to the user?
