Everyone is permitted to copy and distribute verbatim copies
of this license document, but changing it is not allowed.

^^^^^^^^^^^^^^^^^^^^^^^^^^ OK, this is not really a good idea. I know the GPL did this, but it's a bad idea and should not be copied.

There are two cases:
(1) Legal texts are freely modifiable, or not copyrightable, by law in your 
jurisdiction.
(This is believed to be the case in the US.)  In this case, this is an illegal,
inoperative, and misleading restriction.

(2) Legal texts *are* fully copyrightable and not freely modifiable. In this case, you
have just made Jennifer Machovic's proposed alterations (http://nagoya.apache.org/eyebrowse/[EMAIL PROTECTED]&msgNo=24)
into a copyright violation. This is inappropriate.


What you want is a clause like this:

"Everyone is permitted to copy and distribute verbatim copies
of this license document.   Distribution of modified copies is only allowed
if you make it clear that the modified copy is *not* the actual Apache License."
