Uhm, if the current license draft gets adopted, I would
expect that the number of binary distribution questions
will explode rather than decrease.

Deciphering the meaning of 7b is a nightmare at best.
One sentence in this monster paragraph goes over 11 lines!!

As a programmer, I'm most interested what the license 
says about derivative work. For me, there are only
3 "spiritual" filing cabinets: BSD, GPL, LGPL. Any 
additional license conditions on top of those can 
usually easily be accommodated (from a programming
point of view).

Up to now, Apache's license was clearly of BSDish
character. Reading through the new one, that clarity
regarding derivative works is gone.

After reading multiple times through point 7, my 
best guess is that the new license still allows binary
derivative works without the contribution of modifications
but I'm far from sure about this.
