No, its a problem with licq. licq will trigger the status changed effect when 
a status message is recieved, even if the user has not changed status. This 
is not a good thing. Yes, Trillian produces the behavior that makes the 
problem obvious, but its existed for a long time. As I said, I seem to 
remember someone posting a patch for it, but it doesn't seem to have been 
included.

Though since the event is called "_Online_ Notify", it really should be 
playing only when:
(a) User changes status from offline to any online status.
(b) User changes status to Online, Invisible, or Free to Chat from any of the 
"away" statuses.
