Does this patch require an older gpgme?  configure complains:
./configure: line 18704: LICQ_CHECK_GPGME: command not found
checking vector usability... yes

I have libgpgme installed:

ii  libgpgme11     1.0.2-1        GPGME - GnuPG Made Easy
ii  libgpgme11-dev 1.0.2-1        GPGME - GnuPG Made Easy
