Yes, another message is in the same wrong encoding, till user answer.
The partner icq on win, I think there is cp1251.
My settings: licq->options ->default encoding: system default (UTF-8)
In user chat window abc == koi8-r

Yes,  you are right... I have fogot to update to HEAD tag. 
Now, I can communicate with MIRANDA users, except first message.(see above)
And cannot communicate in russian with WebIcq :(
