No luck.

To illustrate the problem, look at the referenced screen-shot. The users
have UTF-8, ISO 8859-2, and CP 1250 encodings selected (from left to
right, or from top to bottom). Only the one with UTF-8 works.

I am not quite sure that the approach of the patch is correct. Remember
that I (for example) have only the LC_CTYPE variable set, which *is*
enough for the system to understand that I am using UTF-8.
