Actually the 1.3.2 release has already been built, it just takes some time documenting the changes and get the website ready. (ChangeLog is nearly 2000 lines...) Can you try setting a different encoding or something in your e-mail client? When I looked at the source, it looked like it was Base64 encoded, but without any identifiers.
