In the user encoding menu, set the per user encoding to :UTF-8 and it should be decoded properly. If it is set to anything else, it won't be decoded properly > So I don't know if the problem is on server side or in licq? The problem is that ICQ users can submit their info in any encoding... And there is no way to tell what it has been set with. That has been an issue with ICQ for a long time...
