It does not work indeed but I should clarify what I mean.

The problem is that LICQ does not encrypt the message if it is being sent
through an ICQ server. I have done some network sniffing. If the message
is sent through an ICQ server it is automatically sent in plain text. The
LICQ will NOT encrypt it using GPG, rather it will send it as-is.

However, when the message is sent directly to a peer LICQ then the message
goes out encrypted. So it appears to me that LICQ decides whether to encrypt
the message or not, and it decides to not to encrypt the message if it will
be delivered through ICQ servers.

So this is not a problem with delivering an encrypted message through ICQ
servers. The problem is that the LICQ will not encrypt it at all.

I am using the licq 1.3.2-4+b1 from Debian unstable.
