With version 1.3.2, no. It was removed because of a problem of message sizes. 
Before the max size was 450 characters. Sometimes a GPG encoded message is 
longer than that (always?), so it had to be broken up into 2 or more messages.

The most recent version of SVN and CVS have a modification that allows us to 
send messages through the server to online users with a max size of nearly 
7,000 characters. So I turned on the GPG through the server again. It won't 
send GPG messages to offline users (the 450 char limit is imposed there).
