I believe since the protocol change (v8) they've changed the login
server and port.  I think what they've done is phased out the whole
icq1/icq2/icq3.mirabilis.com login servers and used login.icq.com or
what not, on port 5190.  Since people are saying this this new ICQ v8
protocol is OSCAR (or much like it) I would assume that's why Licq now
authenticates through port 5190 (like OSCAR protocol for AIM).

There is a really large difference in versions previous to 1.1.x of
Licq.  These use the old v6(?) protocol which is now old news.

Perhaps you could allow traffic through on 5190, instead of 4000.  This
would be needed regardless of which client you use, I believe.
