Well, LICQ has the capability of doing some this and has for well over a year. There is an option to send to Real IP automatically, it was never added to the qt-gui for some reason though. I'll have to do that eventually, but it is in my old plugin (jons-gtk-gui). There is an Auto Request Secure connection option in the GUIs. As far as the sending through server for all users when one is selected, that is UI specific.
