Well, try this... run licq -d31 -c from an xterm, and when someone sends you a message from MSN, look at the xterm and see what encoding is being sent. It is in plaintext, so should be easy to find. If it isn't UTF-8, please let me know. I have never seen anything but UTF-8 here.
