implement stack-stencil-line in terms of stack-stencils
The "problem" apparently is that the new code does not apply
footnote-footer-padding when there is no actual footer. Again, that is
something that we should be able to live with. I am not really sure
whether this figures in the page breaking decisions itself, but that would
be a different issue.
