I had only built English docs. Now doing other languages I see the problem.
The GNUmakefile for building the English docs causes lilypond to be run
with -I Documentation/pictures/ but the GNUmakefile for German does not
include that directory.
The lilypond output eps is re-used for other languages, but I had only put
the changes in English up for review, so there was no output eps for the
former version of the @lilypond[quote,verbatim,relative=1] in German.
So, any lilypond snippets that include pictures have to be simultaneously
changed in all languages.
