Here is an idea: instead of staying inside of the bounding polygon, we can
give the filled rounded polygon routine an optional "extroversion"
parameter defaulting to -1, meaning stay inside. That way we don't need to
choose. A parameter of 0 will just draw exactly on the boundary, a
parameter of 1 will draw just outside of the boundary. We can then pick a
value for the clusters that makes the ramp clusters look roughly comparable
to the staircase clusters in their reach, and then add additional
fixed-size padding to taste.
At any rate, it would seem that this patch warrants followup work, and
that's not the fault of the patch itself.
On the plus side, the arrows in line-arrows.ly staying inside of their
bounding box is a definite improvement.
