That’s because they are inside quotes — you’ll need to use “real” lyrics, e.g.

    Not_unto_us,_~_O

[not in quotes!] will give you what you want. I don’t know how to combine that 
with markup in a single uninterrupted “syllable”, so someone else will have to 
help you there.
