Having slept on this (a few times) I think I'm leaning towards .ini
files
Actually, now I'm leaning towards YAML. It has its crazy corners but we
don't need to advertise those and the core isn't too bad. It's also
already used in Linaro to describe hwpacks.
Despite my dislike to YAML and the crazy stuff it supports I'm +1 on the
non-flat structure and basic data types.
