I am jumping in, again, as there continues to be misunderstanding as to what 
the Housing Choice Act (HCA) actual is.
Again, please read the legislation, as, proposed.
It is NOT A MANDATE.
It is NOT A REQUIREMENT.

It is only a requirement in order to get to the front of the line for certain 
State grants.
It is not clear we would ever want access to those particular grants.
Here is a list of grant programs.   (Note that adoption of HCA zoning does not 
guarantee grants.  It only gives you bonus points in your application.)

This does not mean Lincoln cannot pursue expanding housing opportunities.
Perhaps the most logical place for consideration would be the area of the Mall.
Discussions about the need to revitalize the Mall have also, at times, included 
adding housing.

I am sure more debate will continue on this important topic, but I would hope 
it would begin with a clear understanding that perhaps we need to separate the 
discussion of the HCA from the discussion of how Lincoln can best expand 
housing opportunities.
